The Keltok Belt has been a naturally defined border to the rear portions of Cardassian space for almost three centuries. It represents a border area, and beyond it lies uncharted territory bordered on one side by the Talarians, one side by the Tholians, with the remainder completely uncharted. Given the vast distances and the difficulty of navigation, it was never considered much of a threat.
Distinguished by a large number of stellar gases and high levels of background radiation, the Belt was always a suitable natural barrier to expansion and Cardassian militarism resulted in attentions being focused on the opposite border. The edge of the Keltok belt was a sparsely populated area until shortly before the Dominion War, when a Nor class station was constructed to process mineral resources in the area.
Keltok Nor, as the station was designated, was mostly completed when the Klingon invasion severed funding and the project was abandoned. It was resumed during the Dominion War and construction was completed, however the station saw only minimal use and no combat before being dismissed as irrelevant. The skeleton crew was recalled, and the station sat idle until 2376 when the USS Korolev of Starfleet began charting the Keltok Belt.
Advancements in technology and the Federation desire for exploration brought about the new desire to chart the vast areas in and beyond the Belt. The United Federation of Planets signed another agreement with the Cardassian Union in 2377, the Accords of Strategic Partnership, which promised cooperation in all areas. The chief location of the accords was to be Keltok Nor.
